When can a Court extend Custody Time Limits?

CTLs shall not be extended unless the Prosecution can show good and sufficient cause and that they have acted with all due expedition.  Courts have said that the CTLs are a maximum and not a target and that the Courts will look at the size, nature and complexity of the case in determining whether the standards have been met. The prosecution must show that they have acted competently and brought the case to trial as fairly, reasonable and quickly as in the circumstances is possible.
